EU van groot belang voor Nederlandse kunstenaars: 54% van de Nederlandse internationale culturele activiteiten vindt plaats in landen binnen de EU.
In 2018 vonden 15.818 Nederlandse internationale culturele activiteiten plaats in 108 verschillende landen, zo blijkt uit een data-analyse van de database van DutchCulture, de kennis- en netwerkorganisatie voor internationale culturele uitwisseling. Maar liefst 54% hiervan speelde zich af in de EU, en vijf van de tien meest bezochte landen voor Nederlandse kunstenaars zijn EU-lidstaten. Hoewel cultuur geen hot topic is binnen de EU, zullen de uitslagen van de verkiezingen onvermijdelijk gevolgen hebben voor internationale culturele uitwisseling in Europa.
Mobiliteit
Culturele professionals floreren dankzij de mogelijkheid om vrij door de vrije Europese zone te reizen. Mobiliteit is essentieel voor de concurrentiepositie van kunstenaars, het ontwikkelen van vaardigheden en intercultureel bewustzijn . Het Verenigd Koninkrijk was in 2018 Nederlands vierde bestemming voor cultuurprofessionals, met 911 activiteiten. En ook al zijn de gevolgen van de Brexit moeilijk in te schatten, belemmeringen voor het vrije verkeer van goederen, personen of diensten zullen de mogelijkheden voor internationale tournees, collectieleningen, exposities of voorstellingen bemoeilijken.
"Culturele sector net zo belangrijk voor de EU"
Cees de Graaff, directeur van DutchCulture: “De EU is belangrijk voor de culturele sector, maar de culturele sector is minstens net zo belangrijk voor de EU. Het is de nieuwsgierigheid, de openheid en de creativiteit die de kern van de Europese cultuur vormt, een cultuur die ontstond lang voordat nationale staten werden gevormd. Des te belangrijker om creatieven meer ruimte te geven.” Het is dan ook noodzakelijk dat Europese voorstellen om de toegang tot een open cultureel ecosysteem te verbeteren door het nieuwe Europees Parlement en de lidstaten worden goedgekeurd - zoals een speciaal Schengenvisum voor kunstenaars afkomstig van buiten de Unie en het voorstel van de Commissie om het totale beschikbare budget voor Creative Europe 2021-2027 te verhogen van € 1,46 miljard naar € 1,85.
Toegankelijke subsidieprogramma’s
DutchCultures Creative Europe Desk signaleert daarnaast ruimte voor verbetering op het niveau van Europese financieringsprogramma's. De ervaring is dat Nederlandse kunstenaars en makers in toenemende mate weten hoe ze een beroep moeten doen op Europese middelen en financieringsprogramma's in verschillende disciplines. Toch is het toegankelijker maken van de subsidieprogramma's een aanbeveling die DutchCulture onderschrijft in een recente brief aan Minister van Cultuur Ingrid van Engelshoven, ondertekend door een coalitie van culturele organisaties onder leiding van Kunsten '92.
Of al deze voorstellen zullen worden gerealiseerd, hangt af van de goedkeuring van het nieuwe Europees Parlement.
EU key to Dutch artists: 54% of Dutch international cultural activities take place within the Union.
In 2018, Dutch international cultural activity amounted to 15.818 activities in 108 different countries. This is demonstrated by data analysis from DutchCulture’s database, the knowledge and network organization for international cultural cooperation. No less than 54% of these activities took place within the EU, while five out of the ten most popular destination countries are EU member states. Even though it is far from a hot topic ahead of the EP elections, the results will inevitably have repercussions for international cultural exchange in Europe.
Mobility
Cultural professionals thrive from the ability to move around freely in Europe. The mobility of artists is essential to the development of skills, intercultural awareness and co-creation. In 2018, the United Kingdom was the fourth most visited destination by Dutch cultural workers, with 911 registered activities. And even though the consequences of Brexit are still hard to predict, barriers to the free flow of persons, goods and services will impede the probability of future collection loans, international tours, exhibitions or performances.
“Cultural sector equally vital for the EU”
Cees de Graaff, DutchCulture’s director: “Naturally, the EU is crucial to the cultural sector. But the cultural sector is equally vital to the EU. In curiosity, openness and creativity, we find the core of our shared European culture, one that predates the forming of nation-states. All the more reason to grant more space to creatives across the continent.” Hence, it is necessary that European proposals to improve the access to an open cultural ecosystem will be approved by the European Parliament and the member states. Such proposals include the plans by the Commission to increase the available budget for Creative Europe 2021-2027 from € 1,46 billion to € 1,85 and to create a special Schengen visa for artists from outside the EU.
Accessible subsidy programmes
DutchCulture’s Creative Europe Desk can flag further room for improvement in the field of European funding programmes. Even though Dutch artists and organisations increasingly know how to call upon European funding for several disciplines, we support making the calls for funding more accessible to the wider cultural field. DutchCulture subscribes to this recommendation in a letter written to Minister of Culture Ingrid van Engelshoven, jointly brought forward by a coalition of cultural organizations spearheaded by Kunsten ’92.
Whether such proposals will be adopted depends on the composition of the new European Parliament.
